Is delegation permissible for performing Hajj and Umrah?

Delegation is permissible for performing Hajj if the person being represented has lost hope of performing it themselves. Delegation is also permissible for Umrah. Furthermore, it is permissible for someone to be designated to perform Hajj on behalf of a deceased person.
