Is the prescribed punishment for drinking wine applicable to an apostate who later returns to Islam?

There are two possibilities regarding the wine penalty. One view suggests it is not obligatory because he was an unbeliever (Kafir) at the time of consumption, and therefore the wine penalty is not applied to unbelievers generally. The alternative view suggests it must be applied because he had acknowledged the rulings of Islam before his apostasy, and the wine penalty is one of those rulings, which should not be voided by his subsequent rejection.
