What is the ruling concerning the speech or actions of an insane person?

The speech of an insane person, including their purported apostasy, carries no legal ruling. If an insane person is killed intentionally, retribution is due upon the killer if demanded by the deceased's guardians, confirming their status remained Muslim. This is based on the Hadith establishing that the pen is lifted from the insane until they regain their senses.
