What is the ruling regarding retribution (Qisas) if an apostate who killed a Muslim in Dar al-Harb returns repentant to Islam?

If a man apostatizes, joins Dar al-Harb, kills a Muslim there, and then returns repentant, having embraced Islam again, he is not liable for Qisas for the killing. This is because the killing occurred while he was legally considered an unbeliever (Mushrik). Similarly, if he committed theft while he was an unbeliever, the ruling is the same regarding liability for that specific act.
