What are the rulings concerning the people and property of a territory declared Dar al-Harb due to apostasy?

When fighting such a populace, those who can be apprehended must be killed, their fleeing individuals must be pursued, and their wounded must not be left alive (i.e., they are finished off). Their wealth is subject to plunder (ghanimah). This is the position held by Al-Shafi'i.
