To whom is it most preferable to leave a will?

It is best to will property to poor relatives who are not legal heirs, according to the general scholarly opinion. This is based on the Quranic injunctions to give to relatives, such as {And give to the near of kin his due} (Quran 17:26) and {And give the wealth, in love of Him, to relatives} (Quran 2:177). The prohibition stated in the Hadith, "There is no bequest for an heir," excludes those who inherit, leaving the non-inheriting relatives as the most deserving recipients of the bequest.
