What is the priority between debt repayment and fulfilling the bequest?

Debt repayment takes precedence over the execution of the bequest. This is confirmed by the practice and ruling of Ali (may Allah be pleased with him), who explained regarding the verse "after any bequest he willed or debt" (Quran 4:11) that the Prophet (peace be upon him) ruled that debt must be settled before the bequest.
