What was the ruling given by Umar ibn Al-Khattab regarding a bequest covering the entire estate?

When an elderly man with much wealth, whose only heirs were distant kin (kalalah), sought permission to bequeath all his wealth, Umar ibn Al-Khattab prohibited it. He continuously reduced the proposed amount until it reached one-tenth.
