What is the ruling if a person designated for Hajj refuses to perform it?

If a specific individual is designated to perform Hajj on behalf of the testator and then refuses, the designation is voided. The Hajj must then be performed by another trustworthy person for the least possible expense, and any remaining funds revert to the heirs.
