Is traveling by sea considered a state of fear?

Traveling by sea is not considered a state of fear if the water is calm. However, it becomes a state of fear if the sea becomes rough, turbulent, and a strong, stormy wind arises. This is evidenced by the Almighty describing the severity of fear experienced during such events, where individuals call upon God sincerely, as mentioned in Quran 10:22.
