Who bears the responsibility for the expiation (Kaffarah) incumbent upon the ruler following a Hadd punishment?

The expiation (Kaffarah) incumbent upon the ruler cannot be discharged by another person on his behalf. This is because expiation is an act of worship, which cannot be fulfilled except by the one whose actions necessitated it. Furthermore, it is an expiation for his own act, thus it is only achieved by his bearing it; consequently, substitution in this matter is never permitted.
