The garments of the person being punished must not be completely removed; the person should remain covered with one or two layers of cloth. This view is supported by the saying of Ibn Mas'ud: "In our religion, there is no stretching, binding, or stripping." The companions of the Prophet (peace be upon him) administered flogging without stripping the person, and God commanded flogging, not stripping. However, thick, padded winter fur coats must be removed, as the person would not feel the sting of the blow through them.

Malik was of the opinion that the person must be stripped because the command to flog implies direct contact with the body.
