What is the legal basis for obligating circumcision?
General Chapter
Al-Mughni
Book of Beverages (Intoxicants)
Primary text
Circumcision is obligatory because it constitutes the cutting of a sound body part, which causes pain upon cutting, meaning it should not be performed except as an obligation, similar to cutting the hand or foot. Furthermore, it permits the uncovering of the private parts (*'awrah*), which would not be permitted if the act itself were not obligatory.

The opposing hadith regarding it being merely a Sunnah is considered weak by those who hold it obligatory. Additionally, it is argued that an obligatory matter can still be termed 'Sunnah' in the sense of a prescribed tradition to be followed. If circumcision is not performed, the ruler must compel the individual to undergo it, though obligation only applies after puberty.
