Is the Sultan liable for harm sustained while enforcing a legal punishment under extreme weather conditions?

If the Imam administers a legal punishment (hadd) during severe heat or cold, or compels someone to undergo circumcision during such conditions, there are two possible legal opinions regarding liability for resulting damage.
