No minimum limit is prescribed for Ta'zir. If a minimum were fixed, it would constitute a Hadd. Since the Prophet, peace be upon him, fixed the maximum limit but not the minimum, the matter is left to the Imam's discretion based on the severity of the offense and the condition of the offender.

Malik permitted that the Ta'zir can exceed the established Hadd if the Imam deems it necessary, citing the case of Ma'n ibn Za'idah who received cumulative punishments for multiple transgressions, including forgery and misuse of public funds.
