If the *aqilah* liability cannot be completely covered by the available *aqilah* members, is the remainder paid from the public treasury?

If the deceased has an *aqilah* that cannot bear the entire amount, the remainder shall be taken from the public treasury, according to the first narration concerning payment from the treasury.
