Is the blood money for a non-Muslim doubled when the killing is intentional (amdan)?

The majority of scholars hold that the blood money for a non-Muslim is not doubled for intentional killing due to the generality of the texts concerning it. Furthermore, since it is an obligatory blood money, it should not be doubled, just as the blood money for a Muslim is not doubled, nor when a non-Muslim is the perpetrator. There is no distinction in blood money between a non-Muslim living under protection (dhimmi) and a temporary resident (musta'min), as both are people of the Book whose lives are inviolable. However, apostates (murtad) and those engaged in war (harbi) have no blood money due for them due to the lack of inviolability of their lives.

Imam Ahmad ruled that if a Muslim intentionally kills a dhimmi, the blood money is not diminished for the perpetrator, as retaliation (qawad) is obligatory upon him in both scenarios (killing a Muslim or a dhimmi).
