If the designated asset is specifically camels, is the payer bound to deliver them sound and free of defects?

If the primary ruling mandates camels, the payer must deliver them sound and free of defects. If either party wishes to deviate from the required camels to another form of payment, the other party has the right to prevent this deviation, because the right is specifically tied to those camels, demanding their delivery, similar to the exact item owed for destroyed fungible goods.
