Primary text

The required amount for Iffa is one-third of the Diyah (blood money). This is the position of Qatada and Abu Hanifa. The evidence is based on the ruling narrated from Umar ibn al-Khattab, may Allah be pleased with him, who ruled one-third of the Diyah for Iffa, and we are unaware of any companion dissenting from him. Furthermore, this injury tears the barrier between the passage for urine and the male organ, so its consequence is one-third of the Diyah, similar to a Ja'ifa. We do not concede that it prevents intercourse.

Supporting text

Al-Shafi'i states that the full Diyah is due, a view narrated from Umar ibn Abd al-Aziz, because he impaired the benefit of intercourse, thus mandating the full Diyah, similar to severing her labia. The argument against this is that severing the labia mandates Diyah because two organs possessing benefit and beauty were severed, similar to cutting the lips. Furthermore, the rupture does not prevent intercourse.
