What is the legal precedent regarding the ruling when an one-eyed person removes the sound eye of another?

The practice of 'Umar and 'Uthmān supports the primary ruling (requiring only half the blood-money or full blood-money without qisas for intentional removal). Since no contradiction from the Companions is known regarding this matter, it constitutes a consensus (ijmāʿ).
