Is liability established if a person in dire need requests sustenance from another, and the owner refuses, but the needy person does not perish as a result of the refusal?

If the needy person does not request the sustenance, or if the refusal does not lead to their demise, no liability for compensation rests upon the owner, because the owner neither withheld anything nor committed an act that caused the destruction.
