What is the liability when a portion of the tongue is severed and an equivalent portion of speech is lost?

If an equal portion of the tongue is severed, resulting in the loss of an equal portion of speech, the liability is the corresponding fraction of the full blood-money (Diyah). This is analogous to the loss of sight from severing one eye. Both the physical member (tongue) and the function (speech) are individually liable for the full Diyah.
