What is the penalty for causing the complete incapacity (ashal) of both labia?

If injury causes the complete incapacity of both labia, the full blood money (diyah) for them is due, just as if injury caused the incapacity of both lips of the mouth. There is no distinction based on whether they are thick or thin, short or long, or based on whether the woman is a virgin (bikr), married (thayyib), young or old, circumcised (mafudha) or uncircumcised. This is because they are organs for which blood money is prescribed, making all these characteristics irrelevant, similar to other bodily organs. Furthermore, the presence or absence of prior female circumcision (al-Rataq) does not reduce their dih, just as deafness does not reduce the dih of the ears.
