The majority of scholars rule that the full Diyah is due due to the generality of the Hadith and because the capacity for intercourse is not permanently ruled out. Since the organ itself is sound, its Diyah is complete, similar to the penis of an old man.

There are two narrations from Ahmad regarding this. One states the full Diyah is due; the second states its Diyah is not complete. This second view, held by Qatadah, is based on the premise that its primary functions—ejaculation, procreation, and intercourse—are absent even in maturity, thus distinguishing it from the penis of a boy or an old man.
