Does the required payment from the 'Aqilah for blood money obligations recur annually?

Primary text
Those who hold that a fixed amount (like half or a quarter dinar) is due differ on recurrence. Some state that the obligation recurs over the three years of the blood money payment cycle. Thus, the wealthy owe one and a half dinars, and the moderately wealthy owe three-quarters of a dinar over the period, as it is a right related to the year, similar to Zakat, thus recurring with the recurrence of the year.

Others maintain that it does not recur. They argue that imposing more than half a dinar would constitute imposing more than the minimum Zakat, which is harmful. Wealth and moderation are assessed at the beginning of the year, as that is the time of obligation, similar to Zakat.
