What is the ruling regarding liability if a wall leaning toward a public road or another's property only begins to lean after construction, and the owner is unable to demolish it?

If the wall begins to lean toward the public road or another's property before falling, and the owner cannot demolish it, there is no liability upon the owner. This is because the leaning was not caused by a deliberate act, nor was there negligence in failing to demolish it due to incapacity.
