Are the categories of al-Mu'allafati Qulubuhum eligible to receive Zakat funds?

All the aforementioned categories—disbelievers whose conversion is hoped for, disbelievers whose harm is feared, influential Muslim leaders, those securing borders, and those encouraging Zakat payment—are permitted to receive aid from Zakat funds because they fall under the general description of those whose hearts are to be reconciled, thus including them under the general ruling of the relevant Quranic verse.
