Those whose hearts are to be reconciled are divided into two groups: disbelievers and Muslims. Both groups consist of leaders respected in their tribes and clans. The disbelievers are of two types. The first type consists of those whose conversion to Islam is hoped for; they are given aid to strengthen their inclination towards Islam, based on the Prophet's action of granting amnesty and a large gift to Safwan ibn Umayyah after the conquest of Mecca, who subsequently embraced Islam. The second type consists of those whose harm is feared, and giving them aid serves to deter their harm and the harm of others associated with them. Evidence supports this as some people would praise Islam if given aid and criticize it if prevented from receiving aid.

Regarding the Muslims among them, there are four types: prominent Muslim leaders who have counterparts among the disbelievers or Muslims with good intentions toward Islam, whose reward leads to the conversion of their peers or strengthens their good intentions; respected tribal leaders whose reward strengthens their faith and desire for sincere participation in Jihad; individuals on the borders of the Islamic lands whose reward secures the defense of Muslims adjacent to them; and those who, upon receiving aid, would agree to pay Zakat from those who otherwise would not pay it.
