Is defining the nature of the aid (as Zakat) necessary when giving to someone manifesting extreme destitution?

If the recipient manifests extreme visible misery, aid is given to them without needing to explain the conditions for the permissibility of taking it, nor is it necessary to specify that what is given is Zakat. Imam Ahmad, may God have mercy upon him, was asked about a man giving his Zakat to another man and whether he should tell him, 'This is Zakat.' He responded that the giver should give it and remain silent, without scrutinizing the recipient. Thus, the outward condition suffices in place of questioning or defining the source of the aid.
