Can the Imam delegate the collection of Zakat without delegating its distribution?

It is permissible for the Imam to appoint an agent solely for the collection of Zakat without granting authority for its disbursement. Evidence supporting the permissibility of delegating both collection and distribution is found in the precedent set by the Prophet, peace be upon him, who appointed Ibn al-Lutbiyyah, who returned with the Zakat, and the Prophet declared, "This is for you, and this was gifted to me." Furthermore, the Prophet commanded Mu'adh to take Zakat from the wealthy among the people and return it to their poor. The practice of the Companions is also indicative, as reported that Ziyad appointed 'Imran ibn Husayn over Zakat, and when questioned about the wealth, 'Imran responded that he distributed it as was done during the time of the Messenger of Allah. A report from Abu Juhayfah states that the Prophet's appointed collector took Zakat from the wealthy and distributed it among the poor, giving a young orphan camel.
