What is the order of precedence for distribution when allocating stipends and funds from the fay'?

The distribution should commence with the relatives of the Messenger of Allah (peace be upon him), prioritizing the closest relatives first, following the practice narrated from Umar. This order begins with Banu Hashim, then Banu Al-Muttalib, because the Prophet (peace be upon him) stated, "Banu Hashim and Banu Al-Muttalib are one entity." Then Banu Abd Shams, then Banu Nawfal. After the clans of Quraysh are addressed, the Ansar are next, followed by the rest of the Arabs, and then the non-Arabs and freed slaves (Mawali). After establishing the stipends for those whom the Muslims need, such as judges, muezzins, imams, jurists, reciters, messengers, scouts, and others indispensable to the Muslims, the remainder is directed towards fortifications, horses, and weaponry, and then public works like bridges, roads, and irrigation, before any surplus is divided among all Muslims, prioritizing those in need.

It is necessary for the Imam to maintain a register (diwan) listing the names of the recipients and their allotments, appointing a representative ('arif) for each tribe. The order of precedence among Quraysh involves prioritizing Banu Abd Al-Uzza over Banu Abd Al-Dar because the Prophet's in-laws, Khadijah, was from them.
