Accepting a stipend directly from the Sultan is permissible, but if there is an intermediary between the recipient and the Sultan, this is preferred. The preference for an intermediary exists because as intermediaries increase, the transaction draws closer to being lawful (*hall*) since the funds change hands, potentially acquiring permissible justifications along the way.
