Four categories receive Zakat with a stable, permanent grant, meaning they are never obligated to return any portion. These are the poor (al-faqir), the needy (al-miskin), the administrator/worker (al-'āmil), and the one whose heart is to be reconciled (al-mu'allaf). This establishes their right as an outright gift.
