After providing for the necessities of the soldiers, whatever remains should be allocated according to the most pressing need concerning the maintenance of the frontiers, their armaments, horses, and necessities. Following this, priority is given to the maintenance of mosques, bridges, road repair, irrigation channels, damming breaches, and the stipends for judges, Imams, muezzins, and jurists, and similar matters of general benefit to Muslims.

The view attributed to the companions of Ahmad suggests that the rich Muslim who serves the interests of the Muslims—such as the Mujahideen, judges, and jurists—is included in the distribution. Another possibility is that all Muslims benefit from the funds in that they are spent on matters that benefit all Muslims, similar to their right to use infrastructure built with it.
