Is a reward promised by the Imam (leader) for a specific military action exempt from Khums?

When the Imam promises a specific reward, such as granting one head of livestock to whoever brings ten, or a specific amount for opening a fortress, this reward is considered to be in the meaning of the Salab, and thus, it is not subject to Khums.

Supporting text

There is a view concerning a general declaration by the Imam stating that whatever anyone seizes shall belong to them entirely. While some suggested this falls under the previous category (not subject to Khums), the correct position is that the Khums is not waived in this general declaration. To waive Khums entirely would contradict the general scope of the Quranic verse, and it constitutes an abolition of the ruling rather than a specific exception (Takhsis), as abolishing the Khums generally cannot be done by analogy (Qiyas) by unanimous agreement.
