If the ruler (Imam) pays the debtor's obligation using Zakat funds, is the ruler's action valid without the debtor's authorization?

If the payer of the Zakat is the Imam, it is permissible for him to settle the debtor's obligation from the Zakat funds without the debtor's specific agency (tawkeel). This is because the Imam possesses legal authority (wilāyah) over the debtor regarding the fulfillment of debt, and the Imam can compel the debtor to pay if he refuses.
