Is the Sultan's stipend preferable to voluntary charity (*sadaqah*)?

Ahmad preferred the Sultan's stipend over receiving voluntary charity. This is because voluntary charity is considered the 'filth of the people' (*ausakh an-nas*), from which the Prophet, peace be upon him, and his family were shielded, while they were not shielded from accepting the Sultan's stipends.
