Is Zakah permissible to be given to a debtor who possesses sufficient means to cover their debt?

Zakah must not be given to a debtor who already possesses sufficient wealth to discharge their debt. The basis for giving Zakah is need (*ḥājah*), and such an individual is deemed self-sufficient regarding the debt settlement.
