Is Zakah permissible to be given to a non-Muslim debtor?

Zakah funds must not be given to a non-Muslim debtor (*ghārim kāfir*). This is because they are not qualified recipients (*ahl az-zakāt*). Consequently, Zakah is also prohibited from being given to their poor or their indentured servants (*mukatab*).
