Is divorce (Talaq) a permissible act?

Divorce is legislated. Its permissibility is established by the Quran, Sunnah, and Consensus (Ijma). Evidence from the Quran includes the verse: {Divorce is twice. Then, either keep [her] with honor or release [her] with kindness} (Quran 2:229), and {O Prophet, when you divorce women, divorce them for their prescribed period} (Quran 65:1). The Sunnah is established by the narration of Ibn Umar, wherein the Prophet (peace be upon him) instructed him to take back his wife after divorcing her while she was menstruating, wait until she purified, menstruated again, purified again, and then either keep her or divorce her before consummation; this sequence constitutes the prescribed waiting period for divorce.
