The divorce occurs immediately because the description contains two mutually contradictory attributes. Both descriptions are nullified, leaving only the declaration of divorce itself to take effect.
Supporting text
If he clarifies that he intended the goodness because it is in the time of the Sunnah and the ugliness because it harms her, or that it is good for freeing him from her evil and bad disposition while ugly because it is in the time of Bid'ah, and this was intended to delay the divorce, this is a matter between him and God. Whether it is accepted in a judicial ruling is subject to two differing opinions.
