This phrasing constitutes a conjunction of an exception upon an exception. The first exception is valid, and the second is nullified. If both were held valid, it would result in an exception of the majority, yielding two divorces. Adherents to the view permitting the exception of the majority would rule that both exceptions are valid, resulting in only one divorce.
