What is the ruling if a person says, 'The first of you who stands up is divorced,' and only one person stands without anyone following?

If only one person stands up and no one follows, there are two potential rulings. One view is that divorce takes effect because that person is the first, not being preceded by any action. The alternative view is that divorce does not take effect because the state of being first requires that no one stands after them, which is not confirmed until subsequent time passes. The ruling is suspended until it becomes clear whether someone else stands after, which would nullify the oath if the condition is not strictly met.
