What is the ruling if a wife learns the required portion of the Quran from someone other than her husband, or if learning from the husband is impossible?

The husband is obligated to pay the fee for teaching her if she learns the required portion from another person or if teaching her himself becomes impossible. This arises when the required portion is part of the *mahr* (dower) arrangement.
