Is the Adhan (call to prayer) prescribed for the Istisqa' (rain-seeking) prayer?

The Adhan and Iqamah (call to establishment) are not prescribed for the Istisqa' prayer. There is no known disagreement on this ruling. Evidence for this is found in the narration of Abu Hurayrah, who stated that the Messenger of Allah, peace be upon him, led the believers in a two-rak'ah Istisqa' prayer without any Adhan or Iqamah. Furthermore, this prayer is a supererogatory (Nawafil) prayer, and therefore, like all other voluntary prayers, it is not preceded by the Adhan.
