Is the eclipse prayer legislated during travel or residence, and for women?

The eclipse prayer is prescribed for both residents (Hadhar) and travelers (Safar), regardless of whether the Imam has given permission or not. This is based on the general command to pray upon witnessing the event. It is legislated for women as well, as Aisha and Asma performed it alongside the Messenger of Allah (PBUH).
