Is the permission of the Imam a prerequisite for establishing the Istisqa prayer?

There are two narrations regarding whether the Imam's permission is a condition for this prayer. One narration states that the Istisqa prayer is not recommended except by the exit of the Imam or someone appointed by him. Abu Bakr stated that if people go out without the Imam's permission, they supplicate and then disperse without prayer or sermon, which Ahmad established. This view implies the Istisqa is prescribed only in the manner established by the Prophet, who led his companions, as did his successors.

The alternative narration suggests that they may pray amongst themselves and one person leads them in the sermon. According to this view, Istisqa is legislated for everyone—residents, travelers, town dwellers, and bedouins—because it is a voluntary prayer, similar to the prayer for a solar eclipse.
