Is prayer prescribed for phenomena like severe winds, darkness, or thunder?

Prayer is not prescribed for phenomena such as tremors (Rajfah), strong winds, darkness, and similar occurrences, according to the ruling stated by Al-Qadi. This appears to be a restrictive view compared to the opinion that permits prayer for all divine signs.
