What preparations should the Imam make before leading the people out for Salat al-Istisqa?

When the Imam intends to exit, it is recommended that he sets a specific day for the people to gather. He must command them to repent from sins, relinquish usurped rights, fast, give charity, and cease mutual disputes, as these actions bring them closer to acceptance. Sin is a cause of drought, while obedience is a cause of blessings, as indicated by the saying of Allah: {And if the inhabitants of the towns had believed and feared Allah, We would have opened upon them blessings from the heaven and earth. But they denied, so We took them because of what they earned} [Quran 7:96].
