What is the recommended time and manner for seeking rain through supplication (Istisqa)?

It is recommended to seek rain (Istisqa) following the congregational prayers. Specifically, on Friday, the Imam should make the supplication while on the pulpit (minbar), and the people should respond with 'Amin'. According to Al-Qadi, there are three levels of Istisqa, the most complete being going out for prayer as previously described. The next best method is the Imam's supplication on Friday from the pulpit. This is supported by the account where a man approached the Prophet (peace be upon him) during the Friday sermon, stating that wealth was destroyed and paths cut off, requesting supplication for rain. The Prophet raised his hands and supplicated, 'O Allah, give us rain, O Allah, give us rain.' Subsequently, rain fell heavily for six days following the account of Anas.
